Abstract
The last decade of the nineteenth. century and the first three decades of the twentieth century witnessed the establishment of political science as an independent discipline within the social sciences. The beginnings of political science as distinct from history or economics is of interest to the student of political science as well as to the historian because the initial focus of the pioneer political scientists directly influenced the tone and direction of the discipline for at least two generations of scholars and practitioners. One of the most influential political scientists during this period was Westel Woodbury Willoughby. A scholar, actively involved in academic affairs at Johns Hopkins University, Professor Willoughby was also an acknowledged expert on constitutional law and served the Chinese government in an advisory capacity on numerous occasions. Ironically, mention of his name today evokes little or no recognition from most political scientists. While his most lasting achievements have been in the realm of constitutional law, he was largely responsible for organizing, and had a major role in, the establishment of the American Political Science Association, serving as its first secretary-treasurer, editor of its professional journal, and later as one of its presidents. It is the purpose of this dissertation to recount those events which, together, give a comprehensive and, it is hoped, a fair picture of Westel Woodbury Willoughby, the man and the scholar.
